The requirements for admission of a physician into a Residency Program are as follows:

1. The applicant must obtain a bachelor degree in medicine and surgery or equivalent from an accredited college or university

2. The applicant must successfully complete the internship year.

3. The applicant should be medically fit.

4. The applicant with disability should be medically fit commensurate with the nature of the specialty he/she applies for.

5. The applicant must pass the OMSB Selection Examination and the application requirements as well as the interviews.

 

The requirements for admission of a physician into a Fellowship Program are as follows:

1. The applicant must have completed a residency training from an accredited organization and obtained specialty certificate.

2. The applicant must pass the examinations (if any) and the application requirements as well as the interviews.

In order for the Admission and Registration Section (ARS) to process the application, all documents must be received prior to application deadlines.

 

Required Documents for Residency Training Programs:

ü  Employer Approval Form for Release and Selection of Training Programs

-          You can print this Form after filling out all the required fields and uploading a photo. You will then need to sign it and present it to your Employer for approval. Please refer to next question for information on who signs your Application Form.


ü  Identification

-          Personal Photograph (Photo must be ”2 x 2” in size with a background that is uniform, plain and white)

-          PDF copy of National ID card (The dual side of the National ID card need to be in PDF document)

-          PDF copy of Passport


ü  Qualifications:

-          PDF copy of MD Certificate (If MD is from an international university, you must provide evidence of attestation & equivalency from Oman’s Ministry of Higher Education, Research & Innovation)

-          PDF copy of MD transcripts

-          PDF copy of the internship certificate (Internship certificate is mandatory for all applicants except interns)

Act of Dishonesty:

All applicants applying to OMSB Training Programs (Local Residency/Fellowship) are expected to follow the admission rules and regulations. Applicants found to have misrepresented themselves or submitted false information on the application is ground for rejection of the application, withdrawal of any offered acceptance, cancellation of enrolment, or other appropriate disciplinary action.


Registration Criteria:

·         OMSB contacts the sponsors/employers, if any, of the trainees accepted in a training program at OMSB, to issue Qarar of their release from their employment. The accepted trainee must complete the registration requirements no later than one (1) month prior to the start of the academic year as per OMSB rules and regulations. 

·         The academic year for residency and fellowship training programs starts on the first of September.

Criteria for Transfer within Residency Training Programs:

A trainee may transfer, as per OMSB rules and regulations, from one residency program to another only once during the first two (2) academic years of enrollment in the previous training program.

  • The transfer request must be submitted at least four (4) months prior to the end-date of the academic year.
  • The transfer from one specialty to another commences at the beginning of the following academic year and after completing the previous academic year.
  • The Education Committee of the residency program that a trainee is transferred to may recommend counting any of the previous blocks if they meet the requirements of the new residency program.

 

Criteria for Transfer from Residency Training Programs to General Foundation Program (GFP):

The resident may also request rejoining the General Foundation Program during the first two (2) academic years based on reasons considered acceptable by the Education Committee.

 

Policy: Transfer between Residency Programs and from Residency to General Foundation Program

1.1     Transfer from a residency program to another:

1.1.1    The trainee may request to transfer, as per OMSB rules and regulations, from one residency program to another only once and during the first two (2) academic years of being registered in the previous program.

1.1.2    The applicant must complete and submit to ARS the transfer request form signed by his/her workplace and/or sponsor at least four (4) months prior the end-date of the academic year.

1.1.3    ARS refers the request to the current Education Committee for opinion and recommendation, and to the Counselling and Guidance Section.

1.1.4    ARS refers the request to the new residency program for opinion and recommendation

1.1.5      The Education Committee of the residency program that a trainee is transferred to may recommend counting any of the previous blocks if they meet the requirements of the new residency program.

1.1.6    The trainee should remain in the current residency program until a final decision of transfer made by the new Education Committee.

1.1.7 Transfer to the new training program should be after completing the current academic year.

1.2     Transfer from Residency Program to General Foundation Program (GFP):

1.2.1    The trainee may request to transfer from residency program to GFP only during the first two (2) academic years whether on his own or due to reasons considered acceptable by the Education Committee.

1.2.2    The applicant must complete and submit to ARS the transfer request form signed by his/her workplace and/or sponsor.

1.2.3    ARS refers the request to the current Residency Education Committee for opinion and recommendation, and to the Counselling and Guidance Section.

1.2.4    ARS refers the request to the GFP Education Committee for review and opinion.

1.2.5    The GFP Education Committee may recommend counting for the applicant any of the previous residency blocks if they meet the GFP requirements.

1.2.6    The trainee should remain in the current residency program until the final decision is made by the GFP Program.

The Education Committee, to which the trainee has transferred to, may recommend counting the previous training blocks the trainee has completed, if they meet the requirements of the new training program.

 

The education committee must also specify the level at which the trainee shall start.

Interruption Criteria:

  • Interruption from the training program for one block (28 days), may be granted to the trainee, in the occasions of the death of a spouse, parents, or children; sickness of the resident, spouse, parents, or children; or other reasons approved by OMSB. In all occasions, the trainees must inform the Education Committee and the concerned regulatory unit at OMSB. The trainee must provide supporting documents for any case of interruption.
  • Interruption from training more than three (3) blocks and up to one (1) academic year, may be granted to the trainee, in the cases stipulated in this Article (40/B/1) and after informing the sponsor/employer (if any), the Education Committee and the concerned regulatory unit at OMSB. In this instance, the trainee must repeat the entire academic year. The trainee must provide supporting documents for any case of interruption.
  • Compensation of the interruption period should be as per the rules and regulations issued by the Executive Board and before progressing to a higher training level in the residency or fellowship programs. The Education Committee should assess the trainee if the interruption period exceeds three (3) blocks to determine his/her appropriate training level in the program.

Policy: Interruption from training in Residency/Fellowship Program

1.1   Interruption for one (1) to three (3) blocks:

1.1.1        Trainee who is interrupted/willing to interrupt his/her training for one (1) block or more, must inform the Education Committee and ARS and provide the following supporting documents, as applicable:

1.1.1.1      "Request for Interruption of Trainee from the Residency/Fellowship Programs "provisionally approved by the workplace and/or the sponsor (if any)

1.1.1.2      A copy of the death certificate in the case of the death of spouse, parents or children

1.1.1.3      A medical report from recognized medical authority justifying that the  interruption reason is illness of the trainee, spouse, parents or children.

1.1.1.4      Supporting documents as applicable for any other interruption reasons determined by OMSB.

1.1.1.5      ARS refers the request to the Education Committee for their opinion and recommendation,  and  to the Counseling and Guidance Section.

1.1.1.6      After the approval of the Education Committee, ARS will continue the process and inform the resident.

1.1.1.7      The trainee must compensate the period of interruption upon resuming training and before progressing to the following training level.


The Interruption Flowchart (1 to 3 blocks)

1.2               Interruption for more than three (3) blocks up to one (1) Academic Year:

1.2.1   Trainee who is interrupted/willing to interrupt his/her training for more than three (3) blocks up to one (1) Academic Year, must inform the Education Committee and ARS and provide the following supporting documents, as applicable:

1.2.1.1        "Request for Interruption of Trainee from the Residency/Fellowship Programs" provisionally approved by the workplace and/or the sponsor (if any).

1.2.1.2        A copy of the death certificate in the case of the death of spouse, parents or children

1.2.1.3        A medical report from recognized medical authority justifying that the  interruption reason is illness of the trainee, spouse, parents or children.

1.2.1.4        Supporting documents as applicable for any other interruption reasons determined by OMSB

1.2.2   ARS refers the request to the Education Committee for their opinion and recommendation,  and  to the Counseling and Guidance Section.

1.2.3   A trainee who interrupts his/her training for more than three (3) blocks and no longer than one (1) academic year, due to reasons stated in Item (1/B), Article (40) of the OMSB Training Bylaw, must inform ARS, Education Committee and the workplace/sponsor (if any). Additionally, the trainee must in all circumstances provide supporting documents justifying any of the aforementioned interruption reasons listed in (8.2.1)

1.2.4   ARS will continue processing the request and informs the trainee after the approval of the Education Committee.

1.2.5   The trainee must repeat the entire academic year and the blocks completed before the interruption of that academic year will not be accounted for. Regardless of interruption period, he/she will join next academic year.

1.2.6   The Education Committee will determine the training level of the trainee at the beginning of the next academic year.

 

The Interruption Flowchart (More than 3 Blocks up to 1 Academic Year)


 

The trainee may withdraw from the residency or fellowship program after informing his/her sponsor/employer, if any, and the Education Committee and OMSB. He/she will continue training until the final decision is issued by the Executive President in no more than sixty (60) days from submitting the withdrawal request.

A trainee who withdrew from a training program may rejoin the training, pending the approval of the Education Committee and based on the conditions stipulated in a decision from the Executive President.

 

Policy: Withdrawal of Residents and Fellows

1.1  A trainee wishing to withdraw from a program must submit a completed "Trainee Withdrawal Form from Residency/Fellowship Program" with initial approval from the workplace / the sponsor (if applicable) to ARS.

1.2  ARS refers the request to the Education Committee for their opinion and recommendation, and to the Counselling and Guidance Section.

1.3  Upon the approval of the EC, the ARS will work the process and inform the trainee.

1.4  The trainee shall continue in training until the final decision is issued by the Executive President in no more than sixty (60) days from date of submitting the withdrawal request.

1.5  The trainee must pay all fees approved by the Board of Trustees, complete and submit the “Clearance Form” and any other requirements to ARS at least seven (7) days prior the effective date of his/her withdrawal.

1.6  A letter from the Executive President Office will be sent to the workplace/ sponsor (if applicable) to inform about the decision of the trainee's withdrawal.
